Drug Free Workplace Program

Requirements: Implement a written drug-free workplace policy; including pre-employment, random and post accident drug testing, workplace posting notices and employee consent (to test) forms.

Recommended DFWP facilitator: Employment Background Investigations, Inc. (EBI)

Cost: The employer is responsible for an enrollment fee of $75 plus testing fees ranging from $35 per test. There is also an annual renewal enrollment fee. These costs are discounted below industry averages and in some cases will be more than offset by a 5% Workers’ Compensation premium discount. Meadowbrook negotiated discounted rates with EBI so that Meadowbrook clients get access to a reduced-cost drug free workplace program.

Why should I participate in this program? Studies show that many businesses, like yours, are adversely affected by drug use in the workplace. 47% of serious accidents and 40% of workplace accidents resulting in fatalities have drug or alcohol involvement. On average, employees involved in substance abuse cost their employers $7,000 annually. This program gives you power to keep drug use out of your business and receive a discount on your Star Workers’ Compensation insurance premium that in many cases will more than offset the cost of the program.

When contacting EBI, be sure to indicate you are a Meadowbrook customer, and have your policy number ready.

When do I get the 5% discount? Effective the day you implement the drug-free policy and start the testing process.

How do I develop a drug-free policy? EBI will provide the information you need to tailor a program that will fit your business. EBI will provide a choice of online or phone support, chain of custody forms and lab location information. For additional fee, you will also receive a written drug-free workplace policy and assistance with random selection.

How do I arrange for random testing? EBI will keep a database of your employees and will electronically select the employees to be tested.

How often are the random tests conducted? Random tests are required once per quarter. If you have fewer than 10 employers you can elect to include your employees in a larger employee base. Details are worked out by EBI.

How many employees are tested in the random tests? 10%, or at least one, whichever is greater.

Does every accident require a post accident drug test? No. Testing is required within 2 hours after the following incidents occur:

  • Any accident caused by a violation of a known work rule: e.g., horseplay, fighting, failure to comply with established safety rules or procedures;
  • Any injury accident involving a motor vehicle;
  • Any serious injury: e.g., head trauma, spinal injury, broken bones, cuts requiring professional medical attention;
  • Any injury requiring an overnight hospital stay;
  • Any injury that will obviously cause the employee to miss work.

How do I retain my discount at renewal and what is the cost? There is no renewal fee. We'll send you a letter requesting that you certify that you will continue to meet Drug-Free Workplace Program requirements for the next renewal term.
